Okay, as far as I understand, Mr Darfix'es explanation for the quick technological developement won as the most quickly explained.
But.
Since the world did develop differently, and the Earth as we know it (including America, Europe, Japan and South Africa) is not populated by talking animals as of yet...
Is it possible that there are/were different states, which don't/didn't/couldn't exist on Earth as we know it? For example, some underwater deep-sea-fish-populated countries? Or in regions unhospitable for humans, but quite comfortable for others? In other words, how "alternate" is this Earth? And lastly, if I come up with any "brilliant" political, social, cultural (or such) ideas, who approvers them - Kepora or the Vox Populis?

It is possible, and there are such places on this alternate earth. Souley (octopus) was born in one such underwater country. Being aquatic, however, doesn't mean one has to be from such a place; Solomon (prawn), for example, was born on the surface.
Well... I came up with my own social/cultural ideas for Souley without ever asking for anybody's approval... so I'm not sure about that one XD
